Each instrument is encoded as a versioned, machine-readable rule set, mapped to the articles, recitals and supervisory guidance it implements. The encoding is proprietary; the reasoning is transparent under the access programme.
Where an instrument delegates to a technical standard (CEN-CENELEC, ETSI, ISO), MGLA links the delegated standard into the rule set on publication. The framework does not wait for the next quarter.
